What is actually happening

Research on organisational and governance theatre describes decisions made privately and then ratified through a public process designed to look participatory. The forum functions as legitimation, not deliberation: its role is to generate the appearance of consensus and a paper trail, while the real decision sits upstream and out of view. Studies of DAO governance find that visible on-forum activity frequently trails, rather than drives, choices already made by core contributors.

Why it stays hidden

The hidden mechanism is the inversion of the assumed order between debate and decision. The reader assumes discussion causes the outcome; here the outcome causes the discussion, which is staged to ratify it. The performance borrows the legitimacy of deliberation — openness, plurality, a vote — while the deliberative function has been removed. What looks like consensus being formed is consensus being displayed.
