Why does the opening of a document exert influence beyond its length?

A forty-page assessment opens by describing a delay. Every subsequent finding — including the ones about quality, staffing and scope — is read by the committee as evidence about lateness. Reverse the opening and the same forty pages become a report about capability. No number changed.

What everyone sees

Executive summaries are treated as convenience for busy readers, a compression of what follows. They are doing something stronger: establishing the categories through which the body will be interpreted, so that ambiguous findings are resolved in the direction the opening established.

What is actually happening

Asch demonstrated that the order of trait descriptions changes the impression formed from an identical list, with early items setting a direction that later items are assimilated into rather than averaged with. Higgins, Rholes and Jones showed the same for accessible categories: material encountered first makes a construct available, and subsequent ambiguous behaviour is coded using whichever construct is active. Applied to documents, the opening does not compete with the body on equal terms. It determines which of several available readings each ambiguous finding receives, and because that resolution happens during comprehension it is not experienced as interpretation at all — the reader remembers what the report said, not how they read it.

Why it stays hidden

The mechanism hides because the body appears to speak for itself. Every fact in it is verifiable, nothing was omitted, and a reader who checks the details will find them accurate. The frame acted on relationships between the facts rather than on the facts, and relationships leave no trace that can be fact-checked.
