Why do progression systems open a new goal in the same instant the previous one is completed?

Option A is a cosmetic concern, not the driver. Option B names a convenience that does not require zero delay. Unfinished goals keep their psychological pull until a sense of closure arrives; resetting the meter instantly withholds that closure, so the loop stays open and the player continues past what felt like an ending.
The experience bar fills to the top, the level-up fanfare plays, and before the fanfare has finished the bar has reset to empty with the next level already labelled above it. There is no pause at completion, no moment of rest — the instant one goal closes, the next is open, and you are already a few percent into it.
What everyone sees
Immediately opening a new goal on completing the last looks like natural continuity — keeping the player moving, avoiding dead air. It is a deliberate refusal to let a goal close. A completed goal that is allowed to rest produces a natural stopping point; a goal that reopens in the same instant never delivers the sense of doneness, so the tension that drives continuation is renewed before satisfaction can discharge it.
What is actually happening
Zeigarnik found that unfinished tasks are remembered better and exert continuing mental pull, while completed ones release their hold — the mind keeps an open loop active until it closes. Masicampo and Baumeister sharpened the boundary: it is not completion but the sense of progress toward closure that quiets an open goal, and an unmet goal continues to intrude until that sense arrives. A meter that resets instantly denies the mind the moment of closure Zeigarnik showed is required for release, so the loop never fully shuts and the pull to continue persists across what looked like an ending.
Why it stays hidden
The design hides because the fanfare stages a convincing sense of completion — a reward really did fire — which masks that no loop was actually allowed to close. The player feels they finished something and is puzzled to find themselves still playing, attributing it to their own momentum rather than to a reset timed to arrive before the finishing feeling could land. Because the new bar starts slightly filled, even the fresh goal begins with a pull already applied.
