Why nine at the end of a price still works
Prices ending in nine still outsell round neighbours, and the reason is not that shoppers are fooled about the total but how the number is read.

A catalogue tested the same item at 34, 39 and 44. Where was demand highest?

Demand was highest at 39 — above the cheaper 34. The terminal nine carries a signal of discount on top of the left-digit effect, so the number can outperform a genuinely lower price that lacks the convention.
A jacket at 39 outsells the same jacket at 40, and in tested catalogues it has outsold the same jacket at 34. The pattern has been documented in mail order, supermarkets and online experiments for decades, and it survives shoppers who will tell you, correctly, that a penny is meaningless.
What everyone sees
The usual explanation is carelessness, or a deliberate rounding down to feel better about the purchase. Retailers are assumed to be exploiting inattention, and the practice is filed as a slightly embarrassing industry habit that everyone tolerates out of politeness.
What is actually happening
Two mechanisms have measurable support. Left-digit encoding: the leading digit is processed first and anchors magnitude, so 3.99 is filed nearer three than four. And a learned convention: a terminal nine has come to mean discount, which is why catalogue tests found demand higher at 39 than at both 34 and 44 for the same item.
Why it stays hidden
The technique hides because it is admitted. Everyone can name it, so nobody investigates it, and self-report is useless here — asked whether a nine changed the decision, shoppers say no and then behave otherwise, because the encoding happens before the sentence they would need in order to notice it. Retailers have no reason to explain a lever that keeps working after disclosure.
