A restaurant keeps spare tables in storage and lets a queue form outside. What is the most likely reason?

Becker modelled why a venue may hold capacity and price below the clearing level: demand itself raises the value of the meal. The queue is a demand display the seller does not pay for, and its cost sits on the customer’s side as time.
A restaurant with sixty covers seats forty and lets the rest wait outside where they are visible from the street. The manager could add tables, seat everyone and take more revenue tonight. The tables stay in storage, and the queue is treated as part of the frontage rather than as a failure of capacity.
What everyone sees
A queue looks like operational incompetence — demand the business cannot serve. Customers grumble and consultants recommend more seats. The recommendation assumes the only product being sold is dinner, and the only cost being counted is the seller’s.
What is actually happening
Becker’s model of restaurant pricing showed why a venue may rationally hold price and capacity below the clearing level: the value of the meal to each diner rises with how many others want it, so an empty seat can be worth less than a visible queue. Deliberate under-capacity converts customer waiting time into a display of demand that the seller does not pay for, and no advertising budget can buy the same credibility.
Why it stays hidden
The strategy hides because it is indistinguishable from bad planning, and the venue has no incentive to correct the impression. Complaining about the wait reinforces the signal it creates. The cost is real but sits on the customer’s side of the ledger, where it appears as inconvenience rather than as marketing spend.
