The reason a scandal follows a script

Revelation, denial, partial admission, resignation of someone junior, review, report. The sequence is predicted accurately by people who know nothing about the specific facts, and it is predicted accurately because the sequence is a property of the telling rather than of the case.

What everyone sees

The regularity is read as evidence that these events genuinely unfold the same way — as though institutions responded to trouble by following a shared procedure. The procedure is partly real. But the ordering is also imposed by coverage, which needs a next stage to report before the next stage has occurred.

What is actually happening

Entman defines framing as selecting and emphasising particular elements of a situation so that a specific problem definition, cause and remedy become salient, with competing elements available but unselected. Thompson’s study of political scandal describes the resulting form as a sequence with recognisable phases, driven by the mediated visibility of the actors rather than by the original transgression, and notes that the second-order offence — the concealment — routinely becomes the substance of the story. The script therefore does work: it tells reporters what to ask next, tells audiences what stage has been reached, and tells the accused which move is expected. Each of those effects makes the next stage more likely, which is why the pattern reproduces.

Why it stays hidden

The imposition hides because the script is accurate often enough. Predictions made from it come true, and a prediction that comes true is not usually examined for whether it helped cause the outcome. The cases that broke the pattern are also unavailable for comparison, because events that did not fit the shape were reported as isolated items and never became scandals.
