Completion times are systematically underestimated because plans are built from the specific case rather than from comparable past cases, so long allocations carry buffers that get consumed by additions no one had to justify.
A report allotted six weeks is delivered in six weeks, at forty pages, with an appendix nobody opens. The same report allotted nine days is eleven pages, says the same thing, and is read by everyone it was written for.
What everyone sees
Time is treated as an input that improves output monotonically — more of it, better result. That holds while the additional time is spent on unresolved problems. It stops holding once the problems are resolved, because the remaining time is spent on the only activities still available: elaboration, restatement and defensive detail.
What is actually happening
Parkinson’s formulation, that work expands to fill the time available, was offered as an observation about administrative growth rather than as a controlled finding, and it should be read as a description rather than a result. What supports the mechanism experimentally is planning research: Buehler, Griffin and Ross found systematic underestimation of completion times across tasks, with people producing schedules based on a plan for the specific case while neglecting how comparable past tasks actually went. Long allocations therefore contain a buffer sized by that error, and buffers are not held idle — they are consumed by additions that survive because nothing forces a decision about their value. Shortening the allocation removes the buffer and forces the prioritisation that would otherwise be deferred.
Why it stays hidden
The improvement hides because the discarded material is invisible in the short version and visible in the long one. Forty pages demonstrably contains more work than eleven, and effort is what reviewers can see. Nobody assesses the appendix against the cost of the reader’s attention, because that cost appears in no budget.
